The laptop with the 9600M GT isn't necessarily weaker than the one with the Radeon 3850, their desktop counterparts are similar in performance so I could assume the same for the notebook versions. The stronger processor will help a lot with GTA 4 as it is probably more CPU demanding than with graphics, and the smaller screen will also help with performance as the resolution is smaller so that graphics card will not have to do more work drawing more frames at higher resolution.
