It depends
Some say that PBT (paper base TOEFL) is the easiest in fact I know a friend who says you could just attend the exam and without any reading you have a top score.
That why the introduced the CBT and IBT which people say they are harder.
In the other hand you have IELTS it's really different you write every answer down on your answer sheet and so you would have to be careful with your dictation something I think it's not really important in the listening and reading tasks in TOEFL so if you have problems with your dictation don't get near IELTS!!!!!
But in my point of view there isn't really much different if you have good skills in English then you have no problems in any exam. What's the point when you take an easy exam and so you have a good mark and when you have to speak in English you are not able to!!!!!
Another important factor about selecting which exam to take is the place you want to go some places don't accept both these exams
