Flouride replaces some of calcium in dentin, It also enters in reaction of bacteria calcifying Tartar to plaque making it much more difficult to remove and much more of a place for acids to build up from bacterias and attack tooth enamels, if this was any help I am sorry.

[flouride combines with hydroxy apatite of teeth to form FLOURAPATITE which is much more resistant to caries
