Ask your new dentist to send a request for the xray he and/or the previous dentist might need a consent form signed.

Its your money and if your not happy with the dentist, then definately go somewhere else. Find a new dentist and go there with info like your old dentist's phone number and address and tell them they have your records and you'd like them transferred.
